Charles Cooper, Esq. is a graduate of Delaware Law School in Wilmington Delaware where he participated in the Moot Court competition and clerked at the Wilmington Delaware District Attorney’s Office where prosecuted criminal cases to develop his trial skills. Mr. Cooper clerked for the Honorable Sydney Hoffman of The Pennsylvania Superior Court.
After graduating law school Mr. Cooper took and passed the Bar Examination in Pennsylvania and New Jersey and in 1986 he was admitted to the Bar in both states and has practiced civil litigation in Federal and State Courts since that time. Mr. Cooper began his career litigating workman’s compensation cases for Thomas McDevitt, Esq. who was a pioneer in the development and prosecution of workman’s compensation injury cases representing workers seriously injured in work accidents. Mr. Cooper then worked for and became a partner in the firm of Mammuth and LeWinter representing victims of serious accidents including a motor vehicle, premises liability, food poisoning, and product liability litigation.
Mr. Cooper then worked for the law firm of Mesorov, Gelman, Jaffe Cramer, and Jamieson where he was the Senior Litigator in the Tort Group and he expanded his practice to include toxic tort, medical malpractice, dental malpractice, civil rights, and employment discrimination litigation. Mr. Cooper then opened his own practice litigating personal injury cases thereafter joined forces with Mr. Schall and Mr. Levy to form the law firm of Cooper Schall and Levy. Mr. Cooper has litigated and there won cases of first impression in Pennsylvania including lead paint intoxication litigation where he successfully obtained a significant settlement for a lead poisoned child which was the first such settlement in Pennsylvania.
Mr. Cooper has represented insured persons for increased coverage in litigation against the insurance carrier and obtained results that changed the law in Pennsylvania forcing insurance carriers to obtain increased documentation allowing insured persons to obtain more insurance coverage by operation of law so that more insurance would be available to compensate accident victims.
Mr. Cooper has obtained significant medical and dental malpractice verdicts in Pennsylvania always fighting for the victims of institutional and corporate wrongdoing including actions against multi-million dollar corporations. Mr. Cooper is a member of the Philadelphia, Pennsylvania, and American Trial Lawyers Organizations and has lectured in the Philadelphia area on Trial Techniques, Trial Advocacy and Trial Evidence.

Robert S. Levy earned a Bachelor of Science degree in Marketing from the Pennsylvania State University and a Juris Doctor degree in 1986 from the Delaware Law School of Widener University, where he served as an editor of the Delaware Journal of Corporate Law. Simultaneous with obtaining his Juris Doctor degree, Rob was awarded a Master of Science degree, with honors, in Taxation from Widener University. Rob’s publications include “The Anti-Bribery Provisions of the Foreign Corrupt Practices Act: Are They Really as Valuable as We Think They Are?” 10 Del. J. Corp. L. 11 (1985); “The New Luxury Excise Tax: Can the Taxpayer Really Afford to be Wealthy?” The Legal Intelligencer (June 25, 1991); and “The Partnership Provisions of the Final 401(K) Regulations: Will Other Businesses be Trapped by These Rules?” The Pension Actuary (March 1993). He is admitted to practice law in Pennsylvania and New Jersey and is a member of the Philadelphia, Pennsylvania and New Jersey Bar Associations. In 2017, Mr. Levy joined forces with Cooper and Schall, PC to form the law firm of Cooper Schall and Levy.
